SSC CGL Exam Pattern

Combined Graduate Level Exam – Taken by Staff selection Commission on National Level Combined Graduate level exam is held every year for the recruitment of various Gazzeted and Non-Gazzeted posts in the Central Government departments. SCC Graduate level exam has assumed more imporatanct after 2010 as it is the only test left after scraping all the other SSC exams (Tax assistant exam, Section Officer’s exam, SSC CPO exam , and Statistical Investigator exam etc.) to recurit people in Government departments.

SSC Graduate Level Exam Eligibility:

  1. Educational Qualification:

Aspiring candidates should possess following Essential Qualification as on  Closing Date:

For Statistical Investigator Grade – II

Bachelor’s  Degree with Statistics as  one of the main subjects. OR

Bachelor’s Degree with Mathematics (with Statistics as a papers studied  in one year/two years/all three year as the case may be) as one of the main subjects. OR

Bachelor’s  Degree with Economics (with Statistics as a paper studied in one year/two years/all the three years as the case may be) as one of the main  subjects. OR

Bachelor’s Degree with Commerce (with Statistics as a paper studied in one year/two years/all the three years as the case may be) as  one of the main  subjects.

For Compiler:

Bachelor’s  degree with Economics or Statistics or Mathematics as compulsory or  elective subject  from any recognized University.

All other Posts:

Bachelor’s Degree (Graduation Degree) or equivalent from a recognized University.                      .

Note-I  As per Ministry  of Human Resource Development Notification No. 44 dated 01.03.1995  published in Gazette of India  edition dated 08.04.1995, the Degree obtained through open Universities/Distance Education Mode needs to be recognized by Distance Education Council, IGNOU. Accordingly, unless such Degrees had been recognized  for the period when the candidates  acquired the relevant qualification, they will not be accepted for the purpose of Educational Qualification.

Note-II Candidates who have not acquired/will not acquire  the educational qualification  as on   the closing  date  of receipt of application will not be eligible  and need not apply.

Note-III All candidates who are declared qualified by the Commission  for appearing at the Interview/Skill Test will be required to produce the relevant Certificate in Original such as Mark sheets for  all  the three years of Graduation/  Provisional Certificate/ Certificate of Graduation as proof of having  acquired the minimum educational qualification  on the closing date failing which the candidature of such candidate will be cancelled by the Commission.

Note-IV Wherever Desirable Qualification has been prescribed in  Recruitment Rules, appropriate weightage will be given at the time of Interview, ,if prescribed.

Note-V For posts of Assistants(CSS), computer proficiency has also be prescribed as an essential Qualification.  2. Age

Age limit vary for different kinds of post. These limits are as follows:

  1. Sub Inspectors(Ex) in CPOs: 20-25 years
  2. Assistant/Sub Inspector in CBI: 20-27 years.
  3. Statistical Investigators Gr.II: Max: 26 years.
  4. For all other posts: 18-27 years

Age relaxations for variuos categories like Ex. Service man exists as per Goverment of India rule.

  2. A subject of Nepal or
  3. A subject of Bhutan
  4. A Tibetan refugee who came over to India, before the 1st January,1962 with the intention of permanently settling in India or
  5. A person of Indian origin who has migrated from Pakistan, Burma, Sri Lanka, East African, Countries of Kenya, Uganda, the United Republic of Tanzania, Zambia, Malawi, Zaire, Ethiopia and Vietnam with the intention of permanently settling in India.

Combined Graduate Level Exam Pattern:

Combined Graudate Level Examination is a three tier exam (since 2010) as indicated below 

Tier–I   of the Combined Graduate level Examination would be common for all  categories of posts and will be held in one session .

Scheme of Tier-I Examination for all candidates including Visually Handicapped candidates with visual disability of forty percent and above and opting for availing the assistance of scribe.

Note: If  and wherever necessary, the examination may be held in 2(two) shifts for different   batch of candidates   Questions will be of Objective Multiple Type Choice.  The questions will be set both in Hindi and English in respect of Parts A, B and C.  

Tier-II  of the Combined Graduate Level Examination will be of Objective Type Multiple Choice and will be conducted over a period of  two days during a  weekend.  It will consist of three different papers/subjects and depending upon the category of posts applied for, the candidates will be required to appear either  in one, or in two or in all the  three papers, as the case may be.

NOTE I: Paper-I  is compulsory for all the categories of posts except for the post of Sub Inspector in the participating Central Police Organisations(CPOs)

Paper-II is compulsory for all the categories of posts including  for the post of Sub Inspector in  the participating Central Police Organisations(CPOs),

Paper-III is compulsory only for those candidates who apply  to be considered for the posts of Statistical Investigators Gr.II and Compiler respectively.


OMR Type  of  Answer Sheets will be supplied by the Commission to  candidates for recording their answers of Multiple  Choice Objective Type  Questions.  Candidates are advised to read  very carefully,  the following  instructions, in their own interest.

  1. Part A of OMR Answer Sheet to be filled in  Ball Point Pen only.
  2. Part B of OMR Answer Sheet should be filled in  HB pencil only, as per instructions given in OMR Answer Sheet.
  3. Candidate should write his/her name, Roll Number, Ticket Number, Name of the Examination as mentioned in Admission Certificate, Date of  birth, Test  Form Number correctly in the relevant places in  OMR Answer Sheet.  Answer Sheet not  bearing  candidates  Name, Roll Number, Ticket Number and signature will not be evaluated and  ‘Zero’ marks will be awarded to them.

Tier-III of the SCC comprises Personallity Test and Interview for the Post of Assistant, Inspector of Income Tax/Inspector (Central Excise/Preventive Officer/Examiner)  Sub Inspector in CBI, Inspector of Posts, Assistant Enforcement Officer, Statistical Investigators GR-II, Compiler and Sub-Inspector in Central Police Organisation:

The personality test/ interview  will carry a maximum of 100 marks for all the above categories of  posts/ service.

Important:  There  is no interview component for the posts of Divisional Accountants, Auditors, Acccountants /Junior Accountants,   UDCs and Tax Assistants

Skill Test: There will be a skill test for the post of Tax Assistants (Central Excise & Income Tax):

Data Entry Speed of 8,000 (eight thousand) Key Depression per hour on Computer is required to clear this test. However the “Data Entry Speed” Skill Test will be of qualifying nature.   Computer will   be provided by the Commission  at the Centre/venue notified for the purpose.

Important: Only those candidates who secure at least the minimum qualifying marks in the written examination as may be fixed by the Commission at their discretion, will be eligible to appear in the SKILL TEST. The SKILL TEST will be held at the Commission’s Regional/Sub Regional  Offices or  at  other Centres as may be decided by the Commission.

Exemption from Skill Test for PH candidates is subject to Government policy in force.  The PH candidates opting for post in CBDT are exempted for appearing in Skill Test. However, PH candidates opting for post in CBEC are not exempted from Skill Test.

The Commission will hold a Skill Test  at its discretion for the post of Assistants(CSS).  The  Skill Test will test  Computer Proficiency of the candidates and will be of Qualifying nature .

Combined Graduate Level Exam Syllabus:

Syllabus of SSC Combined Graudates Level Exam (Tier I) is

General Intelligence & Reasoning:  It would include questions of both verbal and non-verbal type.  This component may include questions on analogies, similarities and differences, spatial visualization, spatial orientation, problem solving, analysis, judgement, decision making, visual memory, discrimination, observation, relationship concepts,   arithmetical reasoning and figural classification, arithmetic number series, non-verbal series, coding and decoding, statement conclusion, syllogistic reasoning etc.

General Awareness: Questions in this component will be aimed at testing the candidates general awareness of the environment  around him and its application to society.  Questions will also be designed to test knowledge of current events and of such matters of every day  observations and experience in their scientific aspect as may be expected of any educated person.    The test will also include questions relating to India and its neighbouring countries especially pertaining to sports, History, Culture, Geography, Economic  Scene, General Polity, Indian Constitution,  scientific Research etc.  These Questions will be such that they do not require a special study of any discipline.

Numerical Aptitute: The questions will be designed to test the ability of appropriate use of numbers and number sense of the candidate. The scope of the test will be the computation  of whole numbers, decimals and fractions and relationships between numbers. It will test sense of order among numbers, ability to translate from one name to another, sense or order of magnitude, estimation or prediction of the outcome of computation, selection of an appropriate operation for the solution of real life problems and knowledge of alternative computation procedures to find answers. The questions would also be based on arithmetical concepts and relationship between numbers and not on complicated arithmetical computation(The standard of the questions will be of 10+2 level).

English Comprehension:  Candidates’ ability to understand correct English, his  basic  comprehension and writing ability, etc. would be tested.

Syllabus of SSC Combined Graudates Level Exam (Tier II) is

Paper I Arithmetic Ability: This paper will include questions on problems relating to Number Systems, Computation of Whole  Numbers, Decimals and Fractions and relationship between Numbers, Fundamental Arithmetical Operations, Percentage, Ratio and Proportion, Average, Interest, Profit and Loss, Discount, Use of Table and Graphs, Mensuration, Time and Distance, Ratio and Time etc.

Paper II English Language  & Comprehsion: Questions in this components will be designed to test the candidate’s understanding and knowledge of English Language and will be based on error recognition, fill in the blanks (using verbs, preposition, articles etc), Vocabulary, Spellings, Grammar, Sentence Structure, Synonyms, Antonyms, Sentence Completion, Phrases and Idiomatic use of Words, etc. There will be a question on passages and omprehension of passages also. (The standard of the questions will be   of 10+2 level).

Paper III Commerce/Mathematics/Statistics/Economics  for Investigator Grade-II, for Ministry of Statistics & Programme Implementation and Compiler for Registrar General of India, Ministry of Home Affairs.

Compilation, classification, tabulation of Statistical Data, Graphical presentation of data.

Measures of central tendency, measures of dispersion,  measures of association and contingency, scatter diagram, correlation coefficient, rank correlation coefficient and linear regression analysis ( for two or more variables ) excluding partial correlation coefficients.

Concept of Population, random sample, parameters, statistics, sampling distribution of  x properties of estimators and estimation of confidence intervals.

Principles of sampling, simple random sampling, stratified sampling, systematic sampling etc.,  Sampling and non-sampling errors, type-I and type-II errors.

Concepts of Hypothesis – Null and alternate, Testing of hypothesis for large samples as well as small samples including Chi-square tests ( Z, t, F, c2  tests ).

Index Numbers, Time series analysis – components of variation and their estimation.

Algebra: Algebra of  sets, relations and functions, Inverse of a function, equivalence relation.The system of complex numbers, De Moivere’s Theorem and its simple applications.  Relation between roots and co-efficients of a polynomial equation – Evaluation of symmetric function of roots of cubic and biquadratic equation.

Algebra of Matrices:Determinants, Simple properties of determinants, Multiplication of determinants of orders two and three, Singular and non-singular matrices.  Inverse of a matrix, Rank of a matrix and application of matrices to the solution of linear equations ( in three unknowns ). Convergence of sequences, and series, tests of convergence of series with positive terms, Ratio, Root and Gauss tests.

Analytic Geometry:Straight lines, Circles, System of circles, parabola, ellipse and hyperbola in standard form and their elementary properties, Classification of curves second degree.

Differential Equation:First order differential equation.  Solution of Second and higher order linear differential equations with constant coefficients and simple applications.

Differential and Integral Calculus: Limit, continuity and differentiability of functions, successive differentiation, derivatives of standard functions, Rolle’s and Mean-value Theorems, Maclaurins and Taylor’s series (without proof) and their applications, Maxima and Minima of functions of one and two variables.  Tangents and Normals, Curvature, Partial differentiation, Euler’s theorem for homogeneous function, Tracing of curves. Standard methods of integration, Riemann’s definition of definite integral, fundamental theorem of integral calculus, quadrature, rectification, volumes and surface area of solids of revolution.

Statistics: Frequency distributions, Measures of central tendency, measures of dispersion, Skewness and Kurtosis, Random variables and distribution function, Discrete distributions, Binomial and Poisson distribution, continuous distributions, Rectangular, Normal and Exponential distributions, Principles of least squares, correlation and regression, Random Sampling, random numbers, Sampling of attributes, Large Sample tests for mean and proportion, Tests of significance based on t, F and Chi-square distributions.


This paper will cover all the subjects of commerce ordinarily taught at the B.Com. or similar degree courses  of Indian Universities.  Specifically, it will include the following subjects:

Accountancy:   Conceptual framework, Income measurement, Final accounts, Accounting for partnership firms, Hire-purchase accounting, Corporate accounting ( Issue, forfeiture and re-issue of shares ).

Business Organisation:  Business objectives, Business environment, Business entrepreneurship ( including location, choice of form of  business and growth strategies ),

Business operations including finance, production, marketing and human resource development.

Management:  Concept of  management, Planning, Organising, Leading and Controlling.

Micro-economics: Price-mechanism, Theory of consumer behaviour, Elasticity of demand, Production function, Theory of costs, Market structures, Price-determination under perfect competition and monopoly.

Indian Economics: Issues involved in planning for economic development, Sectoral analysis of Indian economy including agriculture, industry and foreign trade.

Business Statistics:Analysis of  Univariate data involving measurement of Central tendency and dispersion, correlation and regression analysis, index numbers, analysis of time-series, Theory of probability.

Business Law:Indian Contract Act, 1872, Sale of Goods Act, 1930, Partnership Act, 1932 and Negotiable Instruments Act, 1881.

Company Law:Kinds of companies, matters involving incorporation of company, shares and share capital and matters relating to issue and transfers of shares, members of  a company, management of a company, meetings and resolutions, winding up of a company.

Cost  accounting: Procedures involved in cost accounting, marginal costing, cost-volume profit analysis, Budgetary control, Standard costing.

Auditing:Meaning and objects of auditing, Types of audit, Audit process.

Income Tax:Basic concepts, Residence and tax liability, heads of income.

Combined Graduate Level Exam Dates SSC Graduate level exam (Tier I) is normally held in the month of May every year.

Combined Graduate Level Exam Fee General/OBC candidates have to pay Rs.100 as exam fee and SC/ST candidates are exempted from the fee.

Combined Graduate Level Exam Test Centres Test Centers for taking SSC Combined Graduate Level exams are:

A candidate must indicate the centres in the Application Form in respect of (Tier I) Examination.The Commission shall have the discretion to assign the candidates to specific centres in the Tier-II Examination. A candidate must submit his/her application only to the concerned Regional/Sub Regional Office of the Commission under whose jurisdiction the Centre selected by him / her falls. Application received in any other Regional/Sub Regional Office of the Commission  will be rejected summarily.
